Description of problem:

Updating of manpages could be handled with some 'ionice' lowered priority.

I'm not sure if  'class 2' (best-effort) or 'class 3' (idle) - for desktop
I would prefer 'idle' myself - but I could understand, that for server there should be some max time for updates - this could be handled via some
preferencies  in /etc/default ?

Package mlocate is already using ionice (with class 2)

update of manpages is noticeable by user - disk gets slower.

Better user experience when using good old rotational drives.

Debian/Ubuntu's man-db cron jobs use the idle class for this.
