Description of problem:
When the system is waiting for user login, I cannot use the function keys to change the brightness of my laptop screen, the brightness stays on max.

kdm-4.5.4-1.fc14.x86_64

How reproducible:
always

Steps to Reproduce:
1. let Fedora boot to kdm login screen
2. hit the function key to decrease brightness
  
Actual results:
nothing happens

Expected results:
the display dims

Additional info:
hardware: Lenovo T510 - Core i7 M620 integrated graphics

changing brightness works without any problem after I log into KDE (in fact, when on batteries, the screen dims itself in the middle of KDE startup process)

true,  kdm doesn't support that (yet), as it currently only works from within a full kde session.

kdm doesn't support this, only PowerDevil does with the running KDE session. I suggest filing a wishlist item upstream
