1.gst123 is started from shell script. Script is started in startup of xfce.

I've built gst-0.1.3 for fc14, which should hit the stable repository in some days. Can you pull it in from updates-testing and see if this is reproducible with it?

Also, is this problem reproducible consistently or is it an occasional occurrence?

It bug is present allways when use gst123. Now i use mpg123. It work well.
I did run  sudo yum install --enablerepo=updates-testing gst123
and update program. Try again run shell script with gst123 and i have bug again. Also i did reported bug again. Maybe new information will help You.
