IDEA cipher algorithm is present in both the source tarball and the binary packages of gnupg. 

Any IDEA implementation should probably be taken out of the source tarball that goes to the SRPM.

apparently, the idea related code is just trivial tests, not the actual cipher implementation. The gnupg upstream already moved the implementation out of the main tarball. Sorry, false alarm. Closing the bug. Removing the FE-Legal block.
