Description of problem:
Trying to set up asterisk-festival.  Asterisk needs to be able to connect to the festival server on port 1314 (TCP), but is blocked by SELinux.

selinux-policy-targeted-3.7.19-76.fc13.noarch

How reproducible:
100%

Steps to Reproduce:
1. yum install festival asterisk-festival
2. Start festival server: festival --server
3. Attempt to invoke festival from Asterisk dialplan.
  
Actual results:
type=AVC msg=audit(1294192345.547:479): avc:  denied  { name_connect } for  pid=2875 comm="asterisk" dest=1314 scontext=unconfined_u:system_r:asterisk_t:s0 tcontext=system_u:object_r:festival_port_t:s0 tclass=tcp_socket

Expected results:
Connection should be allowed, possibly controlled by boolean.

Miroslav, I think we should allow this by default.
