Description of problem:
When opening boincmgr before having started the boinc-client service, boincmgr fails a connection attempt without an error message indicating that the boinc-client service needs to be started first.

How reproducible:
Always

Steps to Reproduce:
1. Do not start the boinc-client service.
2. Start the 'boincmgr' command. 
  
Actual results:
After about 1 or 2 minutes, boincmgr gives a generic error message.

Expected results:
The error message should be more accurate, but ideally, the Boinc Manager should detect that the boinc-client service is down and offer to start it (and have it start on boot).

Additional info:
The "Add Project" button in the Simple view also fails to show the real problem. It looks "pressed" for about 3 seconds, then goes back to its initial state. No error dialog at all. This button should be grayed out until the manager is connected. This probably applies to other buttons as well.

By the way, Bugzilla's package list box lists boinc-client, but not boinc-manager.

When you start the manager, there is a message shown in the status bar (bottom right): "Connecting to localhost", which after a while turns into "Disconnected".
