SELinux is preventing /usr/sbin/sendmail.sendmail from 'read' accesses on the chr_file random.

If you believe that sendmail.sendmail should be allowed read access on the random chr_file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep sendmail /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

Since system mail can read this, I guess logwatch_mail should be allowed also.

Fixed in selinux-policy-3.9.12-8.fc15
