Description of problem:
When trying to start multiple Vms on the same host simultaneously - number of Vms are stuck in the WaitForLunch status.

Version-Release number of selected component:
-vdsm-4.9-43.el6.x86_64
-RHEL6.1
-libvirt-0.8.7-2
-RHEVM 2.3

Steps to Reproduce:
1.Create 20+ Vms from pool 
2.Stop and Start them till the bug is reproduced.
