This is probably not virt-manager specific. Reassigning to libvirt what's the result of virsh --connect qemu+ssh://root.redhat.com/system is sshd running on that system? does that system definitely allow ssh with the root account? is libvirt running on that system? This is the result. Please let me know if you have further information.
