Description of problem:
during verification of bug 634963 i noticed in response following error:
Session error: (1, "While running 'config.rhn_login': caught\nexceptions.KeyError : 'config_mgmt'\n")

spacewalk-backend-1.2.13-25.el5sat

How reproducible:
with spacewalk-backend version above

Steps to Reproduce:
1. on 5.4 server install spacewalk-backend-1.2.13-25.el5sat
2. on client try verify bug 634963
3. check 'rhncfg-manager diff-revisions ...' output
3. check /var/log/httpd/error_log on server
  
Actual results:
rhncfg-manager diff-revisions -c test-644985 -r1 -r15 /tmp/config.cfg

Expected results:
spacewalk-backend returns requested response

Fixed in satellite.git in commit 219d7fbcb730998dc5b69cd38e9ba105a9db14f3
