Description of problem:
Need ability to more finely tune permissions.  For example, it would be nice to be able to define a user that had configuration rights to a server, but not the ability to deploy applications.  Or alternatively, be able to deploy to a server, but not be able to alter the configuration.

We have this level of fine-grained permissions.
