Description of problem:
We would like to rebase the spice server from 0.4 to 0.8.
New features include (but not limited to):
 - Separating the qxl device from server-client protocol.
 - Smart Card Support.
 - Better VM migration support (compared to 0.4, not compared to 0.2).
 - Clipboard support (Copy/Paste)
 - Better Performance over WAN.
 - QXL Supports (Off Screen) Surfaces.
