Use UTC timestamps in rpm-spec-mode changelog entries by default

rpm-spec-mode uses local time in changelog entry timestamps by default which is not how rpmbuild parses them; rpmbuild treats them as UTC:

The attached patch changes the default to UTC in rpm-spec-mode.
