Description of problem:
This bug is actually about fedora support for the xpi.
The technical issue is that in F14+ we install spicec to /usr/bin via spicec,
in RHEL 6 we currently install spicec into /usr/libexec so as to discourage users from accessing it directly, since it isn't supported. we wanted them to use spice-xpi instead. If we want to have the xpi available for fedora it makes sense to check for spicec in both locations. It isn't a security risk since they are both root writable directories (anybody that can write to /usr/bin could have written to /usr/libexec, Q.E.D).

Note that this also helps with RHEL 6.1 since there currently we are using spice-client package from fedora, which as mentioned installs spicec to /usr/bin, thus breaking current spice-xpi.
