While verifying the state of bug 662984, I noticed that when you change a value of a provider account (like access_key) and test it expecting the test to fail, the test succeeds.  If you attempt to save the change however, the change is rejected because of the bad value.

1.  add good provider account
2.  click edit provider account 
3.  change access_key value to a bad value
4.  click 'Test Account' link, test succeeds where it should have failed
5.  click 'Edit' button to save, save fails with bad credential error

Re-reading this, I should have mentioned that the test succeeds because the values are retrieved from the database and the test is not using the bad value that was changed on the form.
