That failing, please send an e-mail to the RH Jira admins at rh-issues@redhat.com to troubleshoot your issue as a user management inquiry. The email creates a ServiceNow ticket with Red Hat. Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Throughout http://documentation-stage.bne.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html-single/Installation_Guide/index.html (in kickstart option descriptions and section C.3) the documentation consistently says that the generated escrow packet files (containing the entered passphrase, or a randomly generated new one), are written to "/ (root)".  They are actually written to "/root", as documented at http://fedoraproject.org/wiki/Anaconda/Kickstart .

Note to QE: verify in multiple descriptions of the --escrowcert and --backuppassphrase options in section 32.4 and in the paragraph that begins "If you use a kickstart file during installation, you can automatically save the passphrases used during installation to an encrypted file" in "C.3.2. Saving Passphrases"
