I am confused with the pass-through workflow.After created a new clone model,i need to "Add Certification" ---> "Add Certification Request" ---> "Create testplan" and then this clone can appear in the "step 4 Catalog Entry".
wondering why creating a pass-through is so complex,i think the pass-through could be made public directly after finished the spec review.

this is a design for new catalog, since pass-through policy will change, I believe this is not a bug
