Description of problem:

Someone who wants to link against the applet libs needs to require both gnome-bluetooth-libs-devel (for the pkg-config, etc. file) and gnome-bluetooth (for the actual libs to link against).

This might be able to be fixed with some packaging, but do we necessarily want the libs to require the main package?

The applet library right now is part of the GNOME Bluetooth experience. It's used by desktops (GNOME-shell, and fallback experiences), and requires the control-center panel to operate properly. I don't see anything wrong with having the applet in the main package.
