We need to remove all code that is involved in checking the RHQ license file. RHQ no longer will require a license file to see the UI.

commit 069a61cde25d8dd80182c20547e510d7dcfd7823

there is no longer any license UI pages.

RHQ no longer reads or uses the license.xml file.

Verified on Build#1040 (Version: 4.0.0-SNAPSHOT  Build Number: f896da0)

RHQ does not require a license file to see the UI and does not display license UI pages.
