Description of problem:
When printing a US-Letter-sized document to US-Letter-sized paper, default Page Scaling should be "None" not "Shrink to Printable Area".  There is no reason to shrink a properly laid out page when it was designed for the size paper in the tray.
This can be a huge hassle, for example when printing to pre-printed forms such as checks.
"Shrink to Printable Area" should be the default only if the size of the document exceeds the size of the paper in the tray.

Steps to Reproduce:
1.Open a US-Letter-sized document
2.Print to a US-Letter-sized page
  
Actual results:
Page is scaled down from its original size

Expected results:
Page should be printed exactly as displayed on the screen

Seems to have been fixed in F15.
