The changes made in rcssserver 14.0.3-5 result in it no longer being compiled with $RPM_OPT_FLAGS.

Fix: change "make CXXFLAGS=..." to "make CPPFLAGS=..." in %build.

Thanks for your report. It is already fixed in rawhide and an updated version for F15 will be available shortly.
