In new work flow, certs will be blocked missing spec URL, which conflict with current policy:

Does it mean policy will change or this is a bug of new work flow?

Yes we can accept spec attachments.  The UI should be improved to show a list of spec url's that include the attachment ID of attachments associated to the bz with hwcert_spec flag.
