Please be attention.
Dear gnome,
If it's true that you don't wanna be allowed to start a application from the gnome-panel in gnome-classic, say it loud and clear.
In this case gnome-classic isn't ussable and every user have a personal freedom of choice to change the preferred desktop quickly.
If that's thought's not true pls solved this bug.

FWIW, this is no longer happening for me, with up to date F15 packages.
