The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
Everytime I try to register the system in RHN for software updates and software installation I get this error.

Explanation: 
     An error has occurred while processing your request. If this problem
     persists please enter a bug report at bugzilla.redhat.com.

The error you got simply tells you there are no more entitlements associated
with the account you're using to register with RHN left.

You may want to try to delete inactive / duplicate systems from your account
to free up some entitlements for your registration to succeed.

If that's not the option, please contact Red Hat Customer Support.
