patch to create sub-package for perl-Scalar-List-Utils

The latest version of Object::InsideOut requires Scalar::Util 1.23; current core version is only 1.22. Can we sub-package Scalar-List-Utils (upstream Scalar::Util and List::Util are contained in a single dist) to allow for a separate dual-lifed perl-Scalar-List-Utils package?

The patch is applied in future F-16. You can cherry pick it to F-15 if you want, but at the moment it is probably useless (stable freeze). 

I gave you permission to commit.
