Description of problem:
viostor.sys file version isn't updated between builds. (stays 5.0.1.1)
This might prevent the RHEV-Block installer from updating that sys file.

virtio-win-1.1.16-1.el6.noarch

Specifically,

The file version of viostor.sys files taken from virtio-win package for RHEL 6 is the same as the latest version released in virtio-win for RHEL 5 (5.0.1.1)

Generally,
- Every build the file version (in addition to the version specified in the inf 
  file) should be promoted.
- Part of the acceptance tests should include upgrade tests (upgrade from last 
  released driver)

Can reproduce in virtio-win-1.1.16-1.el6.noarch.
Copy the viostor.sys file to any directory, right-click it and then select "Properties" -> Select "Details" tab -> Check "File version" item.
The file version is 5.0.1.1 in virtio-win-1.1.16-1.el6.noarch and the previous version (for example virtio-win-1.1.16-0, and rhel5 virtio-win driver.)
