Harness tries hard to install the task but in case of broken repo this takes ages to complete and/or fail. For recipe with dozens of jobs this may take days or even weeks.

It's better to abort the task and rerun than having to wait for job to finish (and blocking machine which could be recycled).

Let's make it fail faster with a loud cry.
