Bug 680146

Description of problem:
Attached an external monitor via VGA to a laptop. Configured it to be to the left of the internal display in the preferences dialog. GNOME shell "panel" stays on the internal display, but opened bubbles/menus (e.g. what drops down when clicking on the user name, containing shutdown/logout, etc.) open up on the external monitor.

Steps to Reproduce:
1. Start Radeon test day live image, log into liveuser
2. Attach second monitor via VGA
3. Go into display preferences, detect monitor and place it to the left of the internal display
  
Actual results:
Bubbles/menus (whatever they are called) pop up on the external monitor roughly on the spot where they should pop up on the internal display instead.

Expected results:
Bubbles/menus pop up under the activated item, e.g. the username to the right of the panel at the top of the screen. Perhaps the panel should be movable between the screens as well?

I've seen a similar problem when attaching an external monitor with gnome panel drawers which popped up to the far left side of the internal display instesad of under the drawers (which were on the far right of the top gnome panel on the external monitor). This was on a different laptop with Intel graphics.
