Description of problem:
I just entered a private comment on bz#635915, and was surprised to see that email about it was sent to several people with @qlogic.com addresses, as well as bugbot.org  I might've been slightly more diplomatic if I'd known partners would be seeing my comment, but no big deal.  On the other hand, I'm curious why private comments are being sent to an external address with an unknown need-to-know.

Expected results:
email only sent to internal addresses
OR

Hi Jay,

People that don't have the private_comment group access would only have received notification about the change of the needinfo flag, and not see the private comment you made.
