Description of problem:

systemd supports reading sysctl information from files in /etc/sysctl.d, so it makes sense to package the directory. procps seems a little better than systemd, since that's where sysctl actually lives.

Package procps-3.2.8-18.20110302git.fc15:
* should fix your issue,
* was pushed to the Fedora 15 updates-testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing procps-3.2.8-18.20110302git.fc15'
as soon as you are able to, then reboot.
