Description of problem:
No "System Stop and Restart" in User Menu.

Steps to Reproduce:
1. Click user menu in gnome-shell.

Actual results:
Only Suspend

Expected results:
shutdown and restart menu.

When you see the menu, hold down the alt key and it will show "Poweroff". Click on that and you will both shutdown and restart.  This is working as designed although may change in the future.  Follow upstream discussion at

Actually, we prefer recommending to log out first, and then shut down from the login screen.
