The source URL to the floppy tarball in util-linux.spec is broken.
Fix: replace "dl" with "downloads".

While at it, I noticed that floppy 0.18 is available; 0.16 is currently included in the util-linux package.

Fixed, URLs in F15 and rawhide, floppy upgraded to 0.18 in rawhide. Thank!
