SELinux is preventing /bin/bash from 'execute_no_trans' accesses on the file /usr/sbin/useradd.

Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

Complaint persist after completing the following commands:

sudo semanage fcontext -a -t samba_share_t '/usr/sbin/useradd'
sudo restorecon  -v '/usr/sbin/useradd'
sudo setsebool -P samba_domain_controller 1
sudo setsebool -P samba_export_all_rw 1
sudo grep sh /var/log/audit/audit.log | audit2allow -M mypol
sudo semodule -i mypol.pp

Why did you do it?

sudo semanage fcontext -a -t samba_share_t '/usr/sbin/useradd'

Is there a setroubleshoot plugin which tells it.

Yikes, what prompted you do to this?

sudo semanage fcontext -d /usr/sbin/useradd
restorecon -v /usr/sbin/useradd

THen the booleans should fix your problem.
