1.  use desktop-effects to go to fallback  mode ( GNOME2) 
2.  from terminal system-config-samba

Actual results:
Authorization Error
The authorization needed for 'org.fedoraproject.config.samba.configure' could not be obtained. The application will exit now.

Expected results:
To see window for root password

Additional info:
Ok in gnome-shell

Same as Bug 684565 - Gnome2 - Unable to mount - Authentication is require ?

This looks like a side-effect of switching from gnome3 shell to the gnome3 fallback mode (and would be the same cause as bug #684565 then). Is the authentication agent running when you have this issue? Please run this command to check and post its output here:

pgrep -lf authentication
