Steps to Reproduce:
1. Enter a run, make sure I'm the manager or default tester.
2. Change one case run status, i.e. change it from 'IDLE' to 'Blocked'
3. Cannot receive notification emails.
  
Actual results:
Status changed, but no mails.

Expected results:
Can receive the mail.
