Description of problem:
bug # 670003 is to provide a QMF/Matahari Guest Agent for vhostmd support.  This bug is to provide the QMF Console side of that.

The bug is filed against matahari for now, but it may make more sense to reuse the vhostmd package and put the QMF Console part inside there.
