Cause: The Matahari services agent was previously not able to monitor the status of a system service. Consequence: The Matahari services agent was not able to be used in HA environments where status monitoring is a requirement. Change: The user of the services agent can now specify a frequency for how often to check status. Result: The Matahari services agent can now be used to provide service health information for applications such as HA.

Description of problem:
Recurring service actions are needed in order to have the Service Agent poll services for status so that service health checks will work.
