Description of problem:
Building on top of the functionality in bug # 688329, this feature would allow the user to put a set of RPMs in a persistent data directory (/data/rpms) that would be installed early in the init of the Node.  This way certain RPMs could be upgraded dynamically w/o needing a complete RHEVH ISO reinstall.
