All other PKI subsystems require the "Key Store" panel (CA, DRM, OCSP, TKS) or the "Security Modules" panel (TPS) first.

RA still invokes the "Security Domain" panel first.

This change probably needs to be applied to the corresponding 'pkisilent' program as well.
