Description of problem:
EOG will create thumbnails regardless of the fact that they have been disabled.

Always

Steps to Reproduce:
1. Disable all external thumbnailers + nautilus thumbnails. Execute as root:

gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type bool   --set /desktop/gnome/thumbnailers/disable_all True
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type string --set /apps/nautilus/preferences/show_directory_item_counts never
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type string --set /apps/nautilus/preferences/preview_sound never
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type string --set /apps/nautilus/preferences/show_image_thumbnails never
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type string --set /apps/nautilus/preferences/show_icon_text never
gconftool-2 --direct --config-source xml:readwrite:/etc/gconf/gconf.xml.mandatory --type int    --set /apps/nautilus/preferences/thumbnail_limit 0

2. Create new user account and login into GNOME.
3. Open a directory containing pictures in Nautilus. Files are not displayed as thumbs because this has been disabled.
4. Verify ~/.thumbnails doesn't yet exist or is empty.
5. Open a picture with EOG
6. ~/.thumbnails/normal is created and one thumbnail picture is present
7. In EOG proceed to the next picture
8. In ~/.thumbnails/normal there are already 2 image files.
9. and so on ...


Actual results:
EOG doesn't respect GNOME preferences.

Expected results:
EOG respects GNOME preferences and doesn't create thumbnails.

Additional info:
If you open gconf-editor and navigate to /desktop/gnome/thumbnailers/disable_all you will confirm that it is turned on (i.e. disable thumbnails) and that the user can't change the setting.

Red Hat Enterprise Linux 6 is in the Production 3 Phase. During the Production 3 Phase, Critical impact Security Advisories (RHSAs) and selected Urgent Priority Bug Fix Advisories (RHBAs) may be released as they become available.
