Description of problem:

The network tests' http tranfer test (upload) fails due to server permissions problems on /var/v7/store.

Version-Release number of selected component (if applicable):

v7 1.3 R18

Workaround:

chmod go+w /var/v7/store on v7 server (must be v7 1.3 R18 or newer).

This bug does not need a Tech Note because of:

1. A Red Hatter reported it
2. It only happened in an intermediate version.
