SELinux is preventing /sbin/unix_chkpwd from 'sendto' accesses on the unix_dgram_socket /dev/log.

If you believe that unix_chkpwd should be allowed sendto access on the log unix_dgram_socket by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp
