Description of problem:

Currently, the package review template for Fedora: 
  https://bugzilla.redhat.com/bugzilla/enter_bug.cgi?product=Fedora&format=fedora-review

That creates bugs that CC to fedora-package-review.  However, the mailing list has been migrated to lists.fedoraproject.org so the CC should be moved to the account: package-review.org
