Description of problem:
Selecting a menu on the topmost panel (Applications, Places, System) is too hard. I should be able to whip the mouse up and click the menu, but the menu doesn't respond to mouse clicks in the topmost pixel row, only the second row. This means it takes another fine mouse movement down a little before I can click to open the menu. This is a violation of Fitt's law.

Steps to Reproduce:
1. Quickly move the mouse to top left to open a menu item
2. Mouse points at top pixel row
3. Click

nothing happens

menu should open

This also applies to the bottom panel, whipping the mouse down to reopen a minimized window often fails because the bottom pixel row does not respond to clicks. I tried all themes but it didn't make a difference.

Since RHEL 6.1 External Beta has begun, and this bug remains
unresolved, it has been rejected as it is not proposed as
exception or blocker.

Red Hat invites you to ask your support representative to
propose this request, if appropriate and relevant, in the
next release of Red Hat Enterprise Linux.

Also, this only happens when compiz is enabled.

almost certainly a compiz issue then.  It probably uses the top edge of the screen for its own purposes
