Description of problem:
pppd launched by wvdial can not establish a connection since wvdial holds serial port opened and pppd can not use it.

There was no change in wvdial for quite a long time - maybe related to some ppp change, if you were able to use these tools in the past. Adding ppp maintainer to cc.

There are not so much changes in ppp. Could you provide some logs?

After that pppd remains in tty_port_block_til_ready forever. No interface is created.

What permissions do you have on /var/lock directory. I've came across similar problem and it's cause was missing /var/lock or wrong permissions set on it. Could you confirm that you have /var/lock in place with standard permission?
