Facts:
1. /etc/sysconfig/sandbox file is part of policycoreutils package.
2. /usr/share/man/man5/sandbox.conf.5.gz is part of policycoreutils-sandbox package.

Assumption:
Because sandbox option -C does not expect an argument and there is no other option which expects an alternative configuration file, I believe that sandbox.conf.5.gz is meant to describe /etc/sysconfig/sandbox file.

Description of problem:
1. Either the name of the man page is misleading (extra .conf) or the name of the config file is misleading (missing .conf).
2. The config file and its man page should be present in the same package.

Changed man page to be sabndbox.5.gz and moved it into the main package.

Fixed in policycoreutils-2.0.83-19.2.el6
