Bug 603663 demonstrates initiating thousands of claims can run the Negotiator out of fds.

This is an RFE to bound the number of outstanding claim attempts to avoid fd limits.

The current approach is to increase the number of fds allocated to the Negotiator.

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
