There is a flag to control whether this plan entry is enabled or disabled.If it's disabled, catalog should not list them. But currently new catalog lists all plan entries by default, without filter the flag of plan entry.
eg: https://bz-web1-test.devel.redhat.com/show_bug.cgi?id=647704
For RHEL certs, FV_* tests under 32bits will be disabled, but in fact, you can see FV_* listed there.

A bug in testplan migration script caused this problem.  I have fixed it and re-migrated the test cases.
