Description of problem:

1. get reports per user:
a. who created a plan/case and when 
b. who executed a plan/case start/finish (not the default tester but who actually execute it)

Sorry for late reply.
After 3.4 version release I think you can use advanced search to get the result you need. 
attachment is advanced search form, there is searching test plan/ run/case by author(a), and searching by case-run's tester(b).

Because the reporting improvement has planed in 3.5 version, we need some more time to design it.

3.4 version will be tested in stage server on April 20.

3.4 has been deploy on stage : https://tcms-stage.englab.bne.redhat.com/advance-search/

here is new function :advanced search .

You can now search plan/case/ run by author now.

and in the third column about test run ,their is a field 'Actual Tester' means who actually test the case in run.

Could you try this if meet your requirement ?

And if you still need feature in Reporting, could you describe more detail about the difference about the report you need and the result from this advanced-search.

Hi ,Yaniv, can you tell me what do these reports used for? 
do you mean you want to statistic how many plans created by a specific user , how many runs managed by a specific user , how many cases created by a specific user ? that already can be searched by TCMS now.

And or you mean you want to see the testing result (number of every status of case-run) in plans created by a specific user?

I want to know the objective of this report.

Verify version: 3.4.1 hot-fix   -->PASS
Verify steps:
1. Click REPORTING->Testing Report
2. Select product / Version / Build which you want to filter
3. Select Report Type: By Case-Run Tester
4. Click 'Generate Report' button

Actual result:
After step4, will Generate report,refer to attachment
