Description of problem:
Now the application pre-poulates ec2 east and west providers.  For each however, you still need to add a provider account in order to use them.  If you add a provider account for one of them and then create/build a template, the build tab of the template details shows a upload button for the other ec2 provider that does NOT have a provider account.  If the user clicks on it, the state transitions and stays in 'queued'.
